论政府社会管理创新中发掘“社会”的功能——以茂名市“平安茂南”建设为例

我国政府社会管理正在摆脱传统行政体制的约束,并逐步向现代政府社会管理体制转型。而转型所指向的新体制,其核心特点是,能尽可能地利用"社会"性资源并发挥社会资源的功能。当前,治安有序的平安社会之塑造,是政府社会管理创新的重要主题,而茂南区"以民促安"新型治安防控体系的建立,在扭转当地严峻治安形势的同时,还在公共治安体制的创新上、在政府与社会关系的重构上,提供了可供借鉴与复制的范例,这在社会管理创新语境下很具关注价值。

Our government social management is getting rid of the constraints of traditional administrative system, and gradually transforms to modern government social management system. The core feature of new system is to utilize ＂social＂ nature resources as much as possible and develop social resources functions. Currently, to shape a society of public security is the government＇s important theme in social management innovation. The establishment of a new crime prevention and control system in Maonan District has improved the situation of severe se- curity. Also it provides a reference for the public security system innovation and the relationship reconstruction between government and society, which is valuable in the context of social management innovation.
