从“国史馆台湾文献馆”功能的演变谈大陆方志馆延伸功能的发挥

On Bringing Into Play the Extended Functions of Local Records Museums in China's Mainland As Seen from the Evolution of Functions of the“Taiwan Historica”

方志馆建设已逐渐纳入各地史志工作的发展规划,在解决"有"的问题后,应最大限度地发挥方志馆的已有功能,积极开发方志馆的服务新领域,充分发掘其延伸功能,使其在地方大文化建设战略中发挥更为有效、更为突出、更为独特的作用。"国史馆台湾文献馆"的功能和作用主要是对台湾文献的采集整理及编辑,并进行广泛的开发利用,服务社会。目前已建成的方志馆基本局限在图书馆、资料室甚至是办公室的表层化阶段,不具备融入大文化建设中的条件,应从三方面努力:一是对方志馆各种资源的性质、容量有一个准确的认识——内容的全面、系统、权威;二是方志馆应调结构、转方式;三是打破地域界线。

Local records museum construction has been gradually integrated into the development plan of local records work in various places.After solving the problem of'having',we should bring into play the existing functions of local records museums to the fullest extent,actively develop new areas of services in local records museums,and fully explore their extended functions,making their role in the big culture construction strategy of local areas more effective,more prominent,and more unique.This article,on the basis of introducing the function and role of'Taiwan Historica',points out that at present local records museums already completed are basically limited in the superficial stage of functioning as reference rooms or even working areas of a library,and are unable to be integrated into the big culture construction.It takes the view that we should work hard in three aspects:firstly,we should have a precise understanding of the nature and volume of various resources in local records museums having comprehensive,systematic,and authoritative contents;secondly,the structure and mode of local records museums should be modulated and transformed;and thirdly,territorial boundaries should be broken up.
