我国人口出生率下降导致了高等教育适龄人口下降,适龄人口下降对高等教育的生源数量、办学效益、教育结构、队伍建设和教育质量等带来影响。要减少这些影响,高等教育必须未雨绸缪,提前应对。应对的措施应该是政府统筹与市场竞争机制相结合,保持适度的办学规模,改革人事制度,拓展高等教育功能,调整高校发展思路,拓展生源市场,同时采取保护性措施扶持高职教育、民办教育和师范教育。
