摘要
银行代理商模式是指银行将低附加值的存取款等基本服务,从成本昂贵的银行分支机构转移给拥有广泛网络的代理商,以满足金融服务消费者需求的业务模式。该模式进入门槛低,银行、代理商和客户都能从中受益,在很多地方具有商业可持续性。代理商运营近年来在国内也有所发展。本文总结了主要发展中国家银行代理商模式的发展经验、银行使用代理商存在的风险以及监管当局对银行代理商的主要监管措施,提出我国可立足国情,借鉴相关国家发展银行代理商模式的经验,进一步支持发展具有我国特色的银行业务代理商,并在此过程中切实加强金融消费者保护的建议。
Banking agents means that banks transfer low value-added basic services, such as deposit and withdrawal, from their costly bank branches to agents that have extensive network, so that to satisfy consumers' demand for financial services. This model has low barrier to entry, and benefits banks, agents and customers, as well as has commercial sustainability in many ways. Banking agents has emerged in China in recent years. This paper summarizes the development experiences of banking agents in major developing countries, the risks caused by employing agents, and the key measures on regulating banking agents by their regulatory authorities. We propose that our government could further support the development of banking agents with Chinese characteristics and effectively strengthen financial consumer protection in the meantime by taking into account the situation of our country and the experience of banking agents' development in other developing countries.
