摘要
建设区域技术创新体系是提高资源型城市技术创新能力、促进资源型城市转型发展的有效途径。大庆市是依托石油资源的开发而发展起来的城市,其经济结构较单一,大量的科技人才和研发资金集中于资源型企业,地方企业和中小科技企业技术创新能力不足。基于生产系统模型建立的大庆市技术创新体系包括5个子系统,各子系统之间是相互联系、相互作用的。在油气资源型城市技术创新体系的构建中,要发挥政府的引导和激励作用,加强科技中介服务体系建设,提升中小科技企业的创新能力,推进产学研的合作创新,提高技术创新系统的开放性。
Constructing regional technology innovation system is an effective way to improve the innovation ability of resource-based city and promote the transformation and development of resource-based city. The development of Daqing city is relying on the development of oil resources, so its economic structure is relatively single. In Daqing city, a large number of scientific and technological personnel and research and development funds belong to resource enterprises, and the technology innovation ability of local enterprises and small and medium-sized enterprises is low. The technology innovation system of Daqing city based on Viable Systems Model includes five subsystems which are interrelated and interacted. In the construction of technology innovation system of oil and gas resources city, some measures should be taken such as: the government should play a role of guidance and motivation to strengthen the construction of science and technology intermediary service system, to improve the innovation ability of small and medium-sized science and technology enterprises, to promote production-study-research cooperative innovation, and to improve the openness of technological innovation sys- tem.
