土地整治研究进展与展望

Land Reclamation and Readjustment Research Progress and Prospect

当前我国仍普遍存在土地利用低效、利用不合理的情况,大量优质耕地受人为破坏导致质量下降甚至无法利用,对地区生态环境和国家粮食安全造成了极大的影响。土地整治是改善耕地质量、促进节约集约用地和稳定生态环境的重要举措,也是实现我国经济社会可持续发展的重要环节。本文综述国内土地整治的研究进展,并简要分析了土地整治与潜力测算、公众参与、生态安全以及效益评价方面研究的主要特点与不足,展望土地整治研究应重视的几个问题:①3S技术在土地整治应用中的进一步深化;②总结过去经验,不断创新土地整治模式;③结合土地集约利用理念,实现土地整治工作有效开展和土地资源可持续利用。

The inefficiency and irrational of land use still prevalent around China's Mainland, accompany with damage of enormously high grade cultivated land, which course unexpectedly impact on the local ecological environment and homeland food security. Land reclamation and readjustment to be an important section to the sustainable development of our society, It may help improving cultivated land quality, pro- moting land use more economically and intensively, stabilizing the ecological environment. In this paper, we focus on the research progress of domestic land reclamation and readjustment, and then draw a brief summary on the key factor during its implementation process, such as po- tential calculation, public participation, ecological safety, cost-efficient evaluation, and so on. It summarize that the land reclamation and readjustment should notice the following topics： 1. Make further efforts to integrated the 3S technology during the implementation process; 2. Innovative land reclamation and readjustment mode, avoid any inappropriate practice of the past; 3. Integrated the concept of land intensive, promote the land resource using sustainable.
