摘要
我国经济快速增长,但社会福利发展却相对缓慢,特别是在养老、医疗、教育等关乎民生领域,存在较为严重的"负福利"现象,社会福利获得不公平,且处于不断加剧的趋势,社会矛盾凸显。通过基尼系数、社会保障、教育等方面的公共支出结构和差距扩展趋势来分析中国"负福利"现象及原因。基于底线公平理论,从政府责任、非政府组织作用、公民意识三方面,为建立适度普惠型的中国福利体系提出战略思考。
China's economic growth rapidly, but the development of social welfare is relatively slow, especially in the field of the livelihood of the people, such as pension, health care, education and so on. "minus welfare" is very serious and ibecoming more and more serious. Through the gini coeffi-cient, social security, education, etc public expenditure structure and gap expanding trend to analyze the phenomenon of "minus welfare" in China and the reasons, based on the "bottom line of fair theo-ry", from the government responsibility, the role of nongovernmental organizations and civil conscious-ness, To put forth some strategic for "universal welfare" social welfare system in China.
