An Analysis on the New Pattern of Rural Social Pension Insurance System

新型农村社会养老保险制度(简称"新农保")是全面建成覆盖城乡居民的社会保障体系的重要组成部分,对实现城乡公共服务均等化及社会稳定具有重要意义。分析了新农保建立的现实背景、取得的成效、运行过程中存在的问题,在此基础上提出构建完善新农保长效机制的对策。

The new pattern of rural social pension insurance system （NRSPIS） is the essential component that constructs the social insurance system for the overall urban and rural residents. It is significant to achieve the equality of rural fundamental public service and to maintain social stability. This paper intends to analyze the new rural social pension insurance system from three perspectives of the realistic background, remarkable effectiveness, and the problems in the process of the operation. And on that basis, this paper tries to put forward some countermeasures and strategies to construct the effective mechanism in the long run.
