科技执法信息系统在泰安市国土资源执法监察中的应用

随着泰安市城镇化和工业化速度的加快发展,建设用地的需求量越来越大,部分地方政府在片面政绩观的指导下,未批先建、边报边建、未供即用现象时有发生。特别是一些乡镇低价招商引资项目、农民住房与小作坊,受指标与规模的限制进不了工业园区,出现了点多面广的违法用地行为。针对泰安市执法人员少、管护面积大的状况,在学习借鉴先进单位的基础上,与局信息中心研制开发了以远程固定无线视频摄像头、车载GPS、单兵移动监测系统为主要内容的科技执法信息系统。该系统的推广应用,突显了"天上看、地上查、网上管"的科技执法水平,有效提升了国土资源保障与监管能力。

Accompanying with rapid development of urbanization and industrialization in Tai＇an city, the demand for construction land has become more and more large. Pointing to present condition of few officers and large square of enforcement places, on the basis of learning experiences from other ad- vanced units, law enforcement information system with the technology of remote fixed wireless video camera, car GPS, man - mobile monitoring system as the main content has been developed by Tai＇ an Bureau of Land and Re- sources and the information center. Application of this system can highly light the scientific and technological level of law enforcement as ＂check from the sky, the ground and the net＂. It has effectS, rely inereased the protection and regulatory capacity of land and resources.
