湖南省卫生费用投入及分配的公平性分析

Analysis on Equity of Health Expenditure and Allocation in Hunan Province

通过对2000—2011年湖南省卫生费用总量和结构的分析,发现个人现金卫生支出占卫生总费用的比例过高,政府卫生支出增长率经常性低于财政支出增长率,城乡间医疗卫生服务负担差距越来越大。提出了政府应加大卫生投入,优化财政支出结构,巩固和发展城乡统筹的医疗保障制度等建议。

Thruugh analyzing Hunan total health expenditure and structure from 2000 to 2011, to find that proportion of out of pocket （OOP） expenditure is too high; the growth rate of government health expenditure was always lower than fiscal expenditure; there was a growing gap between urban medical burden and rural medical burden. To propose suggestions including increasing goverument heahh input, improving the structure of fiscal expenditure and developing urban-rural integration medical insurance system.
