摘要
目的:了解贵州少数民族地区卫生人力资源状况和卫生服务质量与效率,发现存在的问题并提出建议。方法:综合文献分析法和问卷调查法对贵州少数民族地区卫生人力资源状况和卫生服务质量与效率进行分析。结果:贵州3个少数民族自治州每千人口卫生人员数、每千人口卫生技术人员数、每千人口执业医师(含助理)数、每千人口注册护士数分别为3.74、2.54、1.83和0.86人;入院与出院诊断符合率、住院手术前后诊断符合率、病理检查与临床诊断的诊断符合率分别为98.17%、99.05%和89.98%,医院感染率为0.91%,急危重症抢救成功率为95.68%,医师人均每日担负诊疗5.16人次、住院床日为2.86。结论:贵州少数民族地区卫生人员总量偏低,卫生技术人员、医院管理人员学历、职称层次偏低,结构不合理;等级医院人均床位占有量偏低,卫生服务质量与效率有待进一步提高。
Objective: Understand the health human resource condition and health service quality and efficiency in Guizhou Minority Nationality Areas, discover the existing problems and put forward some suggestions. Methods: Use literature analysis method and questionnaire method to analyze health human resource status and health service quality and efficiency in Guizhou Minority Nationality area. Results: In Guizhou Minority Nationality Areas, the per thousand population numbers of health personnel, health technical personnel, practicing doctors (including assistants) , registered nurses are 3.74, 2.54, 1.83 and 0.86; admission and discharge diagnosis coincidence rate, before and after surgery in hospital diagnosis coincidence rate, pathological exanfination and clinical diagnosis of the diagnosis coincidence rate are 98.17%, 99.05%, 89.98%; NIR is 0.91%, the rescue success rate of critically ill patients is 95.68%, physician per capita daily diagnosis and treatment is 5.16, hospital bed per day is 2.86. Conclusion: Guizhou Minority areas are short of heahh workers; the education and professional qualification of health technical stuffs and hospital administrative stuffs are low; the structure is unreasonable; per capita occupancy of beds in different levels of hospitals is low; and the quality and efficiency of health service needs to be improved.
