构建新型农业经营体系稳步推进适度规模经营--“中国农村经营体制机制改革创新问题”之一

Constructing New Agricultural Management System, Steadily Promoting Moderate Scale Management——On China’s Rural Management System and Mechanism Innovation Issues (I)

中国共产党十八大报告明确提出,坚持和完善农村基本经营制度,构建集约化、专业化、组织化、社会化相结合的新型农业经营体系。本文从我国现行农村基本经营制度的内涵、农村基本经营制度具有极大优越性、农村基本经营制度需要进一步完善、构建新型农业经营体系思路和对策四个方面进行了探讨,并从土地流转和适度规模经营发展现状、发展土地适度规模经营思路和原则、发展土地适度规模经营的主要措施等方面探讨了加强土地流转管理和服务,发展多种形式适度规模经营的问题。

The 18th Congress of Communist Party of China clearly stated that,the rural basic management systems should be adhered to and improved,the intensive,professional,organizational and socialized combination of new agricultural management system should be constructed.Four aspects are discussed in this paper: connotation of China’s basic rural management system,China’s basic rural management system has great advantages,and China’s basic rural management system needs to be further improved,constructing ideas and countermeasures of new agricultural management system;the paper also discusses that strengthening the land transfer management and services,developing various forms of appropriate scale management problems from current situation of the modest scale of operation land transfer and development,ideas and principles of developing appropriate scale of land management,the development of appropriate scale of land.
