特殊教育设施布局需求分析与发展规划研究——以北京市为例

An Analysis of the Demands for the Layout and Development of Special Education Facilities

完善首都特殊教育体系,优化特殊教育学校布局,推进特殊教育学校标准化建设,全面改善特殊教育办学条件,完善随班就读支持保障体系,是保障残疾儿童少年接受教育的权利,提高特殊教育质量的重要条件。本文以北京市特殊教育设施布局为例,从特殊教育需求、国内外发展趋势和资源环境等客观分析出发,按照"点、面、体"的整体发展思路,统筹规划,建立均衡、可持续发展的特殊教育设施布局。

Improving the system of special education in Beijing, perfecting the layout of special education schools, pushing forward the standardization of special education schools, and improving the conditions for special education and the supporting system of inclusive education play a significant role in guaranteeing disabled children＇ s right to receive education and raising the quality of special education. This study, based on the layout of special education facilities in Beijing, as well as an analysis of the demand for special education and the developments and resources of special education in China and foreign countries, puts forward an overall plan for the layout of special education facilities in China based on balanced and sustainable development of special education.
