Study on Standardized Management Model of High-speed Railway Construction

为探索新时期中国高速铁路的建设管理问题,建立了高速铁路建设标准化管理的"Why-What-How"框架,重点研究了标准化管理的实施过程。将高速铁路建设标准化管理的过程划分为内容确定、文件编制和实施三个阶段,建立了基于分解与集成的内容选择模型、基于专家共识的文件编制模型和基于PDCA的实施过程模型。

In order to explore the managerial issue of Chinese high-speed railway construction in new era,a ＂Why-What-How＂ framework of standardization management is established. Then the processes of standardization management are divided into determine content, documenta- tion and implementation. At last three models are built respectively：the content selection model based on the decomposition and integration, document preparation model based on expert consensus, and implementation process model based on PDCA.
