The Policy Interpretation of the Ineffectiveness of the Ban on China's School Choosing

摘要 尽管政府对择校行为三令五申,并频频出台相关抑制政策,但成效不显、收效甚微。究其缘由主要是政策环境供给失衡、政策制定方案失偏、政策执行操作失效所致。为化解这一难题,除却教育系统本身的努力之外,我们还应力促教育资源均衡发展,切实完善监督问责制,在适度借鉴他国择校政策成功经验的基础上,不断拓展我国择校政策高效运行的相关思路。 Although the government have implemented bans on school choosing, and frequently unveil related policies, the effect is not so prominent. The reasons are mainly due to the supply imbalances of policy environment, imbalanced policy making and inefficiency in policy implementation. To resolve this problem, apart from the contribution of education system itself, we should keep the balance of education resources development and perfect the accountability system, also continuously expand the relevant thoughts of efficient operation of school choosing polices on the basis of drawing on the successful experience of others.
