中国钢铁产品出口隐含环境影响研究

The environmental impact embodied in the export of China’s iron &steel products

研究了中国钢铁产品出口隐含的环境影响,核算了钢铁产品出口隐含的工业SO2、CO2、废水排放量和能源消耗量,并分析了产生环境影响的主要贡献因素。分析表明,钢铁产品出口隐含的环境影响巨大,且呈增长趋势,其中出口规模是环境影响大的主要原因,技术清洁程度对降低环境影响有积极作用但尚未充分发挥,出口产品结构调整对降低环境影响不显著,出口产品结构调整对出口单位价值量隐含的环境影响显著。在此基础上,对既有的相关政策进行评述,并建议提高钢铁行业排放和能源消耗标准以促进钢铁行业的绿色贸易和发展。

The environmental impact embodied in the export of China＇s iron ＆ steel products was discussed in this paper. To be more specified, the environmental impact tested in our study includes the emission of SO2, CO2, wastewater and energy consumption, then the major contributing factors leading to the change of environmental impact was analyzed. The results indicated that the environmental impact embodied in the export of China＇ s iron ＆ steel products was great,and generally increasing over past years; scale effect was still the dominant factor contributing to these impacts;clean technology played a positive role in reducing environmental impact of export activities,and its po- tential can be further tapped ~ change of the products composition had made small effects on environmental impact em- bodied in the export, but it had significant influence on the environmental impact embodied in per unit of export value. Several policy implications,including tightening emission standards,were brought out based on this analysis in order to transform the iron ＆ steel industry to a cleaner development.
