Public Finance into Non-governmental Institutions of Higher Learning as being A Major Advance in Society

长期以来,民办高校的资金来源相对单一,缺乏后劲。通过对民办高校经费结构和经费短缺的原因分析,提出国家公共财政扶持民办高校的可行性与必要性,并就国家公共财政扶持民办高校的现实意义、政策拟定、资助途径以及资助原则等进行研究。

Over the years, non-governmental institutions of higher learning have relatively limited source of funding and lack of endurance. Through the analysis of the funding structure and causes for the funding shortage in non-governmental institutions of higher learning, this paper explores the feasibility and necessity of their public financial support. It further studies the practical significance, policy development, sources of funding and funding principles of public finance support for non-governmental insti- tutions of higher learning.
