摘要
当前,民办高等教育已经成为我国高等教育事业发展的重要增长点和促进教育改革的重要力量,国家和民办高校自身都十分重视内涵式发展。不过由于长期以来政府对民办高校服务职能的"缺位"、扶持职能的"错位"以及管理职能的"乱位"等原因,民办高校在布局结构、专业设置、人才培养以及创新能力等方面,仍然处于"自发状态"。政府亟需将民办高等教育纳入区域经济社会发展规划中,从管理体制、财政支持和配套安排等方面对民办高校予以鼓励引导与扶持。
Currently non-governmental higher education has become an important growth area for the development of China's higher education and an important force to promote education reform. Both the public and non-governmental institutions of higher learning pay great attention on their connotative developments. However, due to governments' long term "absence" of their service role, "dislocation" of their supporting role and " chaos" in their management role, non-governmental institutions of higher learning are still in the "self awareness" stage in terms of their layout structure, subject set, personnel training, innovation capacity, etc. The governments need to include non-governmental higher education into the regional economic and social development planning, and to encourage, guide and support them from management system, financial support, and supporting arrangement etc.
