摘要
近年来,大学生就业难愈来愈成为社会焦点问题,各级教育主管部门纷纷出台了多项措施保障大学生充分就业。然而,在诸多促进大学生就业的措施中,保障高校毕业生合法就业权益功能的失位致使大学生的合法就业权益无法得到有效保护。经过对河南省高校毕业生就业权益保护的实证研究发现,河南省高校毕业生普遍使用的《全国普通高等学校毕业生就业协议书》已无法满足保障大学生合法权益的现实需要。进一步修改完善河南省高校毕业生就业协议书条款设置,规范毕业生派遣手续流程,对大学生就业权益进行立法保护已成为迫在眉睫的民生议案。
In recent years, the difficulty of graduate employment has become the focus of social attention. The competent education departments at various levels have put forward a series of policies and measures to expand graduates' employment. Among these measures, however, lot's of them pay little attention to protecting graduates' legitimate rights and interests. In the empirical research on the employment rights and interests of college graduates in Henan Province, we find the college graduates' employment agreement, which is widely used in Henan province, fails to meet the requirements of protecting graduates' legitimate rights and interests. Therefore, it has been becoming an imperative and urgent proposal for people's livelihood to amend the college graduates' employment agreement, to regulate the college graduates' dispatching procedures and to protect college graduates' employment rights and interests by government legislation.
