The comprehensive benefits of society, ecology and economy can be acquired from improving ecological environment by means of comprehensive utilization of the small sized reservoir. The contradiction between development and utilization can be solved through rarional programme design which may reach the goal of comprehensive utilization from implementing development of the small sized reservoir.
