摘要
良好的投资环境是推动洛阳市整体经济发展的重要保障,在"福民强市"整体目标下,洛阳市投资环境整体向好。但经济发展与环境容量、降低能耗的矛盾仍然突出,地方性法规、规章的制定速度与经济社会发展对法律的需求之间存在差距。从法治的视角,为经济发展过程中存在的问题寻求解决之道,需从社会治安、环境保护、鼓励投资、金融安全、司法公正、创建服务型政府等方面为经济发展提供良好的法治环境。
