Obstacles and Countermeasures of Cooperation between Government and Peasants in the Participatory Poverty Reduction

参与式扶贫模式虽涌现出一些成功典范,但贫困人口的参与绝不是包治百病的灵丹妙药,其间有诸多障碍和问题需分析、解决。现阶段,中国大规模推广参与式扶贫的政治社会环境和贫困人口自身的小环境尚不具备,只有政府和农户合理分权、分工,密切合作,扬长避短,才能实现扶贫开发的效益最大化。

Participatory poverty reduction is a successful example, but this participation of poor peasants can not solve all problems. Now in China the political and social conditions are not enough to carry out the mode of participatory poverty reduction. Only by the close cooperation between government and poor peasants can poverty reduction get smooth.
