现阶段农民专业合作社的发育模式、功能及制约因素——基于浙江省温州市农民专业合作社的调查

The Development Model,Function and Constraints of Farmers' Specialized Cooperatives at the Present Stage:Based on a Survey of the Farmers' Specialized Cooperatives in Wenzhou City Zhejiang Province

基于对浙江省温州市农民专业合作社的调研,总结了农民专业合作社发展中呈现的3种模式:产业协会带动型、村委会牵头型和大户带动型。农民专业合作社在农村生产生活中发挥了重要功能:增强农产品的市场竞争力、优化农业产业布局、整合农村要素资源等。调查同时发现现阶段农民专业合作社的发展存在一些制约因素,主要是资本、人才、技术等要素稀缺,合作组织内部运作不规范和农民参与合作社发展的积极性不高等。为此,文章提出了对农民专业合作社进行人才、金融、技术方面的支持,开展自主性建设以及开展合作教育的对策建议。

Based on a survey of the farmers ＇specialized cooperatives in Wenzhou city Zhejiang province ,this article summarized three models e- merging with the development of farmers ＇specialized cooperatives： started by industry association,sponsored by village committee and led by rich and influential people. Farmers ＇ specialized cooperatives play an important role in the development of rural economy and society, including increase the market competitiveness of farm produce, optimize the industrial layout and integrate the rural resources. The survey also showed that farmers＂ specialized cooperatives are also facing with some constraints, mainly existing in lack of capital, talents, technology and standardized internal opera- tion; farmers ＇also lack of positive attitude to the cooperatives. This article analyzed these constraints and put forward suggestions,including offering policy support to farmers ＇ specialized cooperatives from talent, financing, and technologies aspects; upgrading the autonomous and internal operat- ing construction within cooperatives; implementing cooperative working educations to farmers.
