Research on the Civil-military Integration Development of Strategic Emerging Industries

战略性新兴产业走军民融合发展道路需要建立权威高效军民融合领导决策机构,改革现有国防科技工业管理体制,完善政策法律体系等制度保障;以国防科技工业和民用高新技术产业为基础打造战略性新兴产业军民融合发展的产业平台;以建设军民融合国家创新体系,实现军民科技资源共通互享,加快军民两用科技成果推广转化等举措,夯实战略性新兴产业军民融合发展的技术基础。

The civil-military integration development of strategic emerging industry requires three conditions as guarantee. First ,we should establish authoritative and efficient decision-making body, reform national defense industry management system and perfect legal and policy system. Second, we need to build industrial platforms which are based on both national defense industries and high and new technology industries. Finally,we should consolidate the technological base for the civil-military development through constructing civil-military development innovation system at state-level,sharing scientific and technological information resoarces between civil and military industries and accelerating the transformation and promotion of the scientific and technical achievements which are applicable for both civil and military purposes.
