基于嵌入性原理的农村宅基地换房价值补偿研究

A Study on Value Compensation of Homestead Displacing Apartment Using Embeddedness Theory

当前宅基地换房过程中存在农民"上楼"后生活成本提高、财政供给与农民期望值矛盾等问题。依据嵌入性原理,阐述了宅基地换房制度嵌入模式的适应性与补偿价值的相关度,指出宅基地换房过程中农民生活成本提高、财政供给与农民期望值矛盾问题的原因是宅基地换房价值补偿不应只是简单的房屋价值补偿,在经济制度嵌入的同时,还涉及到政治嵌入、认知嵌入、文化嵌入;宅基地换房制度嵌入性不高、混淆使用价值、预期价值等造成的。基于此,为保障宅基地换房这一制度顺利推进,应通过完善相应的法律法规、提升价值补偿适应性、正确引导农民补偿预期、采取多种补偿方式从而使农民长远生计有保障。

Now this regulation implementing of homestead displacing apartment have some problems, including the increase of living cost and the contradiction between financial supply and farmers＇ expected value after living on the building. Based on embeddedness, the correlation between adaptability of embedded mode of the apartment with exchange system and compensation value was described. The value compensation of homestead displacing apartment should not simply equal to the value of the house compensation and it included politics embeddedness, cognition embeddedness, culture embeddedness. Then, these reasons for thh problems of some problems of homestead displacing apartment were inadaptability of system embeddedness and confusirig the use value and the expected value. Therefore we should pay attention to improve relevant laws and regulations and enhance the adaptability of value compensation.
