福建省耕地数量变化及相关政策影响分析

Dynamics of cultivated land area and policy concerned in Fujian Province

以耕地面积的统计数据为基础,在系统分析福建省60年来耕地数量变化的同时,探讨耕地利用变化与国家相关耕地保护政策之间的相互关系。结果表明:(1)福建省耕地数量变化的基本态势表现为资源数量的持续减少。(2)耕地数量变化与耕地保护政策相互作用、相互影响。即耕地数量的持续下降,直接导致国家及各级地方政府出台更趋严格的耕地保护和管理政策;同时,有关的耕地保护政策措施也确实在一定程度上控制了耕地数量减少的趋势。

Based on the statistics of cultivated land area, the dynamics of cultivated land area in Fujian Province from 1950 to 2010 is analyzed, and the relationship between the cultivated land use and the cultivated land protection policy is explored. The results show as follows. （ 1 ） The dynamics of cultivated land area in Fujian Province indicated a continuous decreasing of resources. （2） The interaction between the dynamics of cultivated land area and the protection of cultivated land has been revealed. The con- tinuous decreasing of cultivated land led to the strict cultivated land protection policy which controlled the decreasing of cultivated land to a certain extent.
