摘要
通过引入"行政问责力"这一概念范式,从规范问责、公平问责与公开问责三个维度分析了行政问责力的理论与实践意义,进而剖析了影响其运行机理和作用效果的主要因素,即人、制度和资源环境因素。在充分吸收现有的相关法律规定和实践经验的基础上,建构一套行政问责力综合评价指标体系来丰富和完善当前的行政问责制研究,也为化解该制度所"遭遇"的"结构性困境"提供一种理论阐释和解决思路。
By introducing the form of "executive ability of the administrative accountability", this article analyzes its theory and practical significance in the regards of standardizing accountability, fair accountability, and public accountability, and reveals the main factors that impact its operation mechanism and role, which includes people, institution, resources and environment. On the basis of the full absorption of the existing relevant legal provisions and practical experience, a comprehensive evaluation indices sys- tem could be set up to enrich and improve the present accountability system, and to provide a theoretical explanation and solutions for the "structural dilemma".
