权力资格和能力资格是执政党执政的基础性保障,若不具备权力资格,执政就没有合法性;若不具备能力资格,执政就没有合理性。通过人民的选择,能力资格决定了权力资格,而权力资格反作用于能力资格：促进能力资格的健全、巩固和发展;或者侵削、瓦解能力资格,腐蚀执政能力。党的先进性就是执政党统揽全局的认识能力和实践能力的保障,保持共产党员先进性就是保持和提升能力资格。
