摘要
新时期国家林业双高人才储备战略研究,是解决人才老化断层问题的主要抓手。分析林业双高人才的现实需求与人才供给矛盾,利用量化模式进行储备规模预测。制定选才鉴定标准,建立数据库。结合林业关键岗位持证上岗,加强建设急需紧缺及实用人才培训机制。有计划有目的地招揽选拔和科学管理人才,制定人才储备策略,以便逐步实施随用随取的一种前瞻性的林业人才储备与开发并行的国家林业人才战略。
Forestry talent reserve strategy is considered to be the main method to solve the problem of aging and the loss of personnel. Based on the analysis of demand and supply contradiction of forestry talent, this paper attempts to apply the quantitative model to reserve scale prediction, formulate forestry talent qualification standard and set up a database. In relation to the talent taking employment with certificates in key forestry positions, this paper suggests developing training mechanism of urgently needed and practical talent, selecting the talent in a planned and purposed way and making talent reserve strategy. The above will be a great help in gradually implementing state forestry talent strategy which is prospective and beneficial for talent reserve and management.
