根据预报业务的发展和服务需求，中国气象局对全国城镇天气预报业务流程做出了重大调整。由于业务调整对文件名和文件格式作了很大改变，使省级打包上传方式与以往有明显区别。本文通过对新的精细化城镇天气预报传输流程、文件名命名规则、文件格式、传输考核规定等业务需求的详细分析，介绍了精细化预报传输系统的设计流程和实现方法。经过多次修改完善使系统功能日益成熟，有效保障了山西省精细化预报的传输质量，在气象业务工作中发挥了重要作用。

According to the forecast operation development and the demand for forecast service , the Prediction and mitigation Division of China Meteorological Bureau made a significant adjustment on countrywide town weather forecast operational in 2008 May,and officially opened the new fine forecast service in 2008 June.Adjustment not only for the forecast frequency and forecast period,but also for the message file name and file format.The mothed of packet and upload also has the obvious difference with previous. Based on detailed analysis of the transmission process, file name, file format, transmission rules of the new fine town weather forecast, this paper introduced the design process and implementation method of refined weather forecast transmission system.The system uses C language and Visual Basic language with batch script to complete the whole fine town weather forecast transmission and monitoring work. After several revision and supplement,the system has become increasingly perfect and mature,and effectively protect the transmission quality of Shanxi province fine forecast, played an important role in meteorological service work.
