摘要
目的:基于巩固完善基本药物制度,围绕建立稳定、长效、规范的监测评价机制目的,研究提出我国基本药物制度监测点的监测方式及路径。方法:通过文献检索、实地调研、专家座谈、案例分析、统计分析等方法,在完成我国基本药物制度监测评价现状调研的基础上,提出应设立全覆盖各级医疗卫生机构的固定监测点,并开展监测点的监测方式及直报路径相关研究。结果:本研究调研了江西、湖南、青海等地多个基层医疗卫生机构基本药物制度实施及监测评价现状,了解并分析现有医药卫生信息资源,研究并借鉴药品不良反应直报路径及成效,提出各级医疗卫生机构监测点的监测方式及直报路径。结论:将基本药物制度监测与现代信息化技术深度融合,利用信息化互联互通"无缝对接"技术,建立专属高效直报平台,实现所有监测数据自动采集与报送,提高基本药物制度监测实时性、准确性。
Objective: To study on the monitoring method and path of the medical and health institutions, as the monitoring sites, for the purpose of improving the essential medicine system and establishing a stable, long-lasting and standardized monitoring evaluation mechanism. Methods: Through literature review, field investigation, experts' discussion, case study and statistical analysis, and upon the investigation of the current situation of the monitoring evaluation of essential medicine system in China, it is proposed that fixed monitoring sites covering medical and health institutions at all levels should be built, and the studies on the monitoring ways and direct reporting path should be carried out. Results: The investigations were conducted on the implementation of essential medicine system and the monitoring evaluation status of the basic medical and health institutions in Jiangxi, Hunan and Qinghai provinces. The existing medical and health information resources were analyzed, the direct reporting path of ADR and its effectiveness were studied, and the monitoring method and direct reporting path of the defined monitoring sites were proposed. Conclusion: The monitoring work of essential medicine system is supposed to integrate into modem information technology, using information interoperability to establish the exclusive and direct reporting platform, to realize the automatic collection and reporting of all the monitoring data and improve the timeliness and accuracy of essential medicine system monitoring.
