新中国土地行政管理体制变迁过程及原因探析

PROBE INTO THE CHANGE PROCESS OF LAND ADMINISTRATION SYSTEM IN NEW CHINA AND CAUSES

健全的土地行政管理体制能为我国高效的土地管理提供制度保障。自新中国成立以来,中国的土地行政管理体制经历了相对统一管理阶段、分散管理阶段、统一管理阶段、垂直管理阶段的变迁过程。这一变迁过程主要是由宪法所确定的土地公有制、土地资源的稀缺性及降低交易费用等因素共同作用的结果。

Since the founding of New China, China＇s land administration system has experienced the change processes of relatively unified management phase, decentralized management phase, unified management phase and vertical management phase. The transition process is mainly the result of many factors such as the land ownership determined by the Constitution, scarcity of land resources and reduction of transaction costs and so on.
