资源型城市生态环境质量聚类分析研究及启示

A CLUSTER ANALYSIS AND STUDY OF THE ECOLOGICAL & ENVIRONMENTAL QUALITY OF RESOURCE-BASED CITIES AND INSPIRATIONS

采用在主成分分析的基础上进行聚类分析的方法,评价我国34个典型资源型城市的生态环境质量。认为影响资源型城市环境质量的主要因素不是对能源的消耗量,而是城市绿化情况、科技水平和环境治理投资、产业结构、废弃物的排放量和经济总量。各因素在城市发展不同阶段的影响力不同,资源型城市应该在保证经济增长的基础上先减少工业废气物的排放,然后调整产业结构,通过加大环境治理投资和科教支出,为环境改善提供技术和资金支持。城市的整个可持续发展过程都要时刻注重城市的绿化工作。

Abstract ： The paper adopts the method of cluster analysis based on an analysis of the principal com ponent to evaluate the ecological and environmental quality of 34 typical resource based cities. It believes that the major factor affecting the environmental quality of the resourcebased cities is not the consumption of energy, but urban greening, technological level, environmental governance and investment, industrial struc ture, waste emissions and the total economy. Various factors have different influence at different stages of ur ban development and resourcebased cities should ensure their economic growth based on a reduction of indus trial waste emissions, adjust the industrial structure and increase investment in environmental governance as well as in science and education and provide technical and financial support for environmental improvement. Great importance must be attached to the cities＂ greening efforts in the whole process of sustainable develop ment.
