完善地方政府金融管理体系的思考

Reflections on the Improvement of Local Government Financial Management System

目前,我国的金融管理实行的是以中央政府的"一行三会"垂直分业监管为主、地方政府金融管理为辅的体系。地方政府已逐渐成为地方金融发展的规划者、地方金融生态建设的组织者、地方金融资产的管理者、部分金融领域的监管人。但地方金融管理体系也存在着管理权责不对等、管理体制不顺畅、重复监管与监管缺失并存、基层政府金融管理力量薄弱等问题。对此,文章提出了完善地方政府金融管理体系的对策建议。

At present, the financial management of our country has implemented a system that gives priority to central government＇s vertically separated supervision of ＂One bank and three commissions＂ with local government financial management as supplement. The local governments have gradually become designers of local financial development, organizers of local financial ecology construction, managers of local financial assets, and regulators of some financial sectors. But there exist some problems in local financial management system, such as, rights and responsibilities are not equal, the management system is not smooth, duplication and deficiency of regulation co-exist, financial management power of grass-roots government is weak, etc. The situation and problems are discussed. Consequently, we put forward suggestions to improve local government financial management system.
