“破茧”难题:新市民群体边缘化现状分析

Analysis of the Situation of the Marginalized New Citizens

广义的新市民群体包括农民阶层和期望获得与现在城市居民同样国民待遇、生活方式接近、权利对等、文明程度相同的城乡共同体的正式成员。而农民市民化过程中遭受着社会地位、工作性质、政治地位、经济地位、居住分布和社会心态等边缘化的一系列难题。文章从教育、社会保障、土地制度三个方面对新市民群体边缘化困境进行分析,从能力提升、制度保障和条件改善三个方面提出对策,解决新市民群体边缘化发展的困境。

The new citizen group,in a broad sense, includes the farmers and the rural-ur- ban community members who expect the same national treatment, life style, fight, and civilization. In the process of urbanization, they encounter a series of problems, such as social status, job category, political status, economic status, inhabitancy distribution, and social mentality. The problems of the marginalized new citizens are analyzed from the aspects of education, social se- curity, and land system. The solutions are proposed from the aspect of the competence improve- ment, institutional guarantee, and condition improvement.
