我国总量控制的缺陷与完善建议

The Defects on Pollutant Total Amount Control of Our Country and Improvement Suggestions

通过回顾我国总量控制的起源与发展,指出总量控制中存在的缺陷:一是底数不准、二是法律不健全、三是指标分配不合理、四是重减排轻新增、五是体制不适应、六是监管能力不足,并提出了完善建议。

This paper firstly described the concept of total amount control and reviewed the origin and development of total amount control in china , then pointed out the defects existing in total amount control： the inaccurate base num-ber; the unsound law; the irrational distribution indicator; emphasis on reduction and neglect of new pollutant in-crease; the poor system as well as the poor supervision capability. Suggestions on these problems are put forward in the end.
