全面造价管理是集全过程、全要素、全风险、全团队(简称"四全")为一体的造价管理,本文从"四全"管理论述电力工程造价管理的计划与控制,与同行共享,更好地完成工程建设任务,提高投资效能。

Total cost management was a kind of cost management which focused on total process, total factor, total risk and total team. This paper from the ＂Four Total＂ management, discussed the planning and control of cost management in construction project. The purpose was to share with other colleagues, complete the project better and improve the investment efficiency.
