河南省农村土地综合整治中存在的问题与对策建议

Problems and Countermeasures on Rural Comprehensive Land Consolidation

农村土地综合整治工作在全国许多地区成效显著,但其中隐藏的问题也不容忽视。在对河南省农村土地综合整治实践初步调查的基础上,分析了土地综合整治过程中农民权益保障、土地集中流转、新型农村社区管理和土地置换政策中存在的主要问题,提出未来推进农村土地整治工作的建议。

Based on the investigation of comprehensive land consolidation program, the paper analyzed some problems which need our special attention, including protection of farmer＇s benefits, concentration of farmland, the governance of new community and land-replace policy. And then, four pieces of advice were put forward to improve the effect of the program. Firstly, take social economy factor into account when we launch the comprehensive land consolidation program. Secondly, focus on the protection of farmer＇s legitimate rights and interests and their capabilities of development. Thirdly, explore new way of rural community governance mechanisms. Fourthly, take comprehensive land management as an opportunity to promote rural reform and development.
