统筹城乡发展视阈中的社会管理创新——基于协同治理视角

On the Innovation of Social Management from the Perspective of Balancing Urban and Rural Development:Based on the View of Co-governance

源于西方理论的协同治理主张多元合作共治社会公共事务,是现代社会管理的核心思想,为我国统筹城乡发展中社会管理创新提供了一种新视角。在我国统筹城乡发展的语境下,应构建以党政主导、社会协同、公众参与、法治保障为基本架构的城乡社会管理协同治理模式。并从加强治理主体建设、构建协同治理机制、破除城乡体制性障碍、优化城乡社会资本等路径,推进城乡社会管理协同治理,促进城乡一体化。

Co-governance, originated from the western theory, proposes that multi-cooperatively co-governing the social public affairs should be the core idea in modern social management, which also offers a new perspective to the innovation of social management in balancing urban and rural development in our country. In such a context, we should structure a pattern of co-governance of social management both in urban and rural on the basic frame of＂ Party and government in charge, social cooperation, public participation, law guarantee＂. By strengthening the building of governing subject, structuring the cooperative mechanism of social management, abolishing institutional barriers between urban and rural, and optimizing the urban and rural social capital, we could carry forward the co-governance of the urban and rural management, and promote the integration of the urban and rural.
