The present situation and the harm of residue mulch film pollution have been analyzed. In addition, it has expounded the measures and suggestions about the way to handle residue mulch film pollution from the production, the use and the recycling, etc. Three measures which are administrative, economic and technology were have been put forward to handle the membrane fouling. The article also have emphasizeds that the recycling of residue mulch filmis the key to protect the environment, change waste material into things of value, and prevent and remedy pollution.
