我国公共危机治理中的非政府组织参与困境与对策分析

Analysis of Dilemma and Countermeasures of Non-governmental Organizations Participated in Public Crisis Mmanagement in China

日前,公共危机频繁发生严重威胁了社会及人民的生命与财产安全,科学应对公共危机被提上公共部门管理日程。随着公共危机的频发,全球社团革命兴起,如今的公共危机治理的主体日益多元化,作为社会治理的得力助手,非政府组织也应列入危机治理的队伍中来。文章对我国公共危机治理中非政府组织参与的困境进行分析,提出相关改善的对策建议,为充分发挥非政府组织在公共危机治理中的作用,完善我国非政府组织参与机制提供借鉴。

Recently,public crisis frequently happened threatened people’s safty and property,solve public crisis in a scientific way is on public sector’s agenda.With public crisis frequently occurred,global association revolution arosed,but now,subjects of public crisis dealing are becoming more and more diversified,as the right hand of social governance,non-governmental organization（NGO）should be participate in crisis management.This paper analyses the dilemma of NGO’s participation in public crisis,puts forward to countermeasures and suggestions,and provides reference for perfecting the NGO participation mechanism.
