工程技术管理是工程项目管理中的重要环节。为了保证牛栏江-滇池补水工程顺利完工,针对该工程技术的复杂性,建立了以业主为核心、以设计为龙头的技术管理体系,并健全了工程技术管理的规章制度,明确了技术管理职责。在项目实施过程中,大胆创新,加强科学试验,充分发挥专家委员会技术支撑作用,及时采取措施,有效控制了工程安全、质量、工期及投资。工程开工至今,未发生重大责任事故,工程施工质量符合设计要求。

Project technical management is a key link of project management. In order to ensure the smooth completion of Ni- ulan River - Dianchi Lake Water Supplement Project, the technical management system, with the owner as the core and design engineers as leading role, is established, aiming at the complexity of the project. The technical rules and regulations are perfec- ted and the management responsibility is made clear. In the process of implementing the project, innovations are made and scien- tific experiments are strengthened, and the technical supporting role of expert committee is realized. Some measures are taken timely to control the safety, quality, period and investment of the project. Since the start of the construction, no negligently cau- sing serious accident occurred, and the construction quality meets the design demand.
