高校信息公开背景下高校档案馆职能转型研究

高校信息公开是我国高校信息工作从校园走向社会的一项重要的举措,也是高校保证其公正、公平和透明工作作风和接受社会广泛监督的主要方式。在此背景下,作为高校核心信息保管机构的高校档案馆理应成为高校信息公开职责的主要承担机构。由此,本文通过对我国高校信息公开制度的分析,结合高校档案馆在高校信息公开中所应承担职责必要性的阐释,从职能定位、职能内容与职能履行方式等三个方面提出了高校档案馆职能转型的表现。

College information disclosure is an important measure, which leads University information working from campus to society, but also is the major way to ensure its impartiality, fair and transparent work style and widely accepted social supervision. In this context, as the core information custodian, college archives should become the major commitment agency of information disclosure duties. Through the analysis of the College information disclosure system, combined with the interpretation of necessity on responsibility in college information disclosure, this paper points the transformation performance of college Archives func- tions from three aspects of functional orientation, functional content and functioning mode.
