我国大型体育场馆闲弃的类型、成因及对策研究

Types,Causes and Strategies of Large Stadiums Abandoned in China

以我国大型体育场馆闲弃的标志性事件为例,对闲弃场馆的类型及成因进行探析。结果表明:闲弃的大型体育场馆主要有体育文化遗产保护类、非本土优势项目或退出奥运会竞赛项目类、城市边缘化类、奢华类4种类型。文化遗产保护意识淡薄与追逐商业利润的功利性、场馆公益性与经营性的脱节、制度嵌入的缺失、运营主体话语权的被剥夺感、政府垄断与社会监督脱节、可持续性比赛与冠名权的缺失等因素是大型体育场馆闲弃的主要因素。提出加强文化遗产保护、建立市场介入下的政府财政保障与扶持嵌入制度、公平公正的科学决策制度、"四位一体"的责任共担体系等应对策略。

Through some landmark events of the stadium abandoned in China,the article has explored the types of large stadiums abandoned or removed,and its causes.The results showed the large stadiums abandoned can be divided into four types such as culture heritage protection,non-native advantage or exit Olympic Games project,urban marginalized,and luxury.Cultural relics protection consciousness and chasing profits of utilitarianism,public welfare and profit-making disrupted,the lack of the system embedded,operators’ spoken right loss,the government monopoly and social supervision disrupted,lack of sustainability game and right of title,are main factors;And put forward strategies such as to enforce potation ideas,to establish a market intervention of the government financial security and support system,justice and scientific decision-making system,the ＂quaternary＂ responsibility additional system.
