Research on Department’s Inviting Public Bidding System Construction of the Item Under Quota with Huzhou as example

部门限额以下项目招投标工作是部门整个招投标工作的重要组成部分,推进其制度化、规范化建设具有重要的现实意义。结合湖州市此项工作存在的主要问题,制度建设的思路包括创新招投标管理体制;规范招投标运行机制;强化监督机制,完善权力约束机制;突出重点,整体推进。

Department’s inviting public bidding of the item under quota is the important part of its whole correlative work.Promoting its institutional and normative construction is of important practical significance.According to the main problems of this work in Huzhou,we hold that the approach of its system construction should include four aspects：innovating the management system,normalizing the course mechanism,strengthening the intendance mechanism and perfecting the restriction mechanism of power,emphasizing the emphasis and promoting in an all-round way.
