A Discussion on the Organization Reform and the Function Change of the Metropolitan Government

本文对即将开展的新一轮大城市政府机构改革和职能转变问题进行探讨。认为《国务院机构改革和职能转变方案》以及《关于国务院机构改革和职能转变方案的说明》这些重要文件,已经为新一轮大城市政府机构改革和职能转变提供了六个方面的政策依据,必然产生重大的指导作用。当前大城市政府机构改革和职能转变面临四个主要问题,下一步推进大城市政府机构改革和职能转变应注意三个问题。

This paper discusses the issue of the organization reform and the function change of the metropolitan government, which will be developed soon. We opine that key documents, such as The State Council＇s Plan of Organization Reform and Function Change and The Explanation of the State Council＇s Plan of Organization Reform and Function Change, are providing policy foundations for the new round of the organization reform and the function change of the metropolitan government from six aspects, which will surely serve as the direction of the reform and change. Currently, the organization reform and the function change are facing four main problems. First, the organization setting in the metropolitan government is still complex; second, the repetition of duties among different organizations in the metropolitan government is still serious; third, the procedure of administrative approvals is still complicated; fourth, the duty allocation of metropolitan government organizations is still not scientific and proper. In the new round of the organization reform and the function change of the metropolitan government, the following three aspects should be noticed, namely, first, the metropolitan government organization reform should be strengthened; second, the metropolitan government function change should be made good efforts on; third, the principles of the organization reform and the function change of the metropolitan government should be well held.
