城乡统筹背景下惠州市城镇化发展路径研究

Research on Development Path of Urbanization of Huizhou City on Background of Urban-rural Coordination

通过对惠州城镇化发展沿革、基本特征和发展条件的分析,指出惠州城镇化存在区域发展不平衡、中小城镇吸纳人口能力有限、城乡基本公共服务均等化水平有待提升等问题。提出惠州应通过积极融入珠三角和深莞惠一体化发展进程、走多元化集群化的产业发展道路,拓展产业发展基础、加快新城、中心镇建设,加强生态环境保护和提升城镇化品质等措施,以此推进区域城乡协调发展的城镇化格局的构建。

This paper analyses the history, characteristics, and the conditions of the urbanization in Huizhou City, and points out some problems with its urbanization, including unbalanced regional development, limited capacity to absorb the population of small and medi-um-sized towns, and the equalization level of basic public services in urban and rural areas. Several methods for improving Huizhou＇s urbanization are proposed in this paper,which are actively joining into the Pearl River Delta and Shenzhen-Dongguan-Huizhou Associa- tion development process, diversifying cluster of industrial development to expand the basis of industry, accelerating construction for new town and center town, protecting the ecological environment, and improving the quality of urbanization. On this account, it actively builds the urbanization structure based on the regional coordinated urban and rural areas.
