As time goes by, chieftain system established by Yuan, Ming and Qing dynasties, constantly ex- poses malpractice and discomfort, with Han people being ruined and Yi people being subjected to its effects by this great frontier harm, which can not be contained by feudal regime. For the society of Shui people, the bu- reaucratization of native officer ensures unity and stability of the country and local place, making Shui people area belong to the central government.
