毕节试验区规范性文件对社会管理的作用研究

Study on the Role of Social Management of Normative Documents in Bijie Experimental Region

规范性文件是有权的各级政府及其职能部门依法定职权和法定程序发布的规范社会公民和组织行为的具有普遍约束力的政令,是依法行政的重要依据,在行政管理现实中有十分重要的地位。近十年来,毕节试验区先后出台300余件关于地方经济建设、社会发展等诸方面规范性文件,推动了本区科学发展,维护了本区社会稳定。

Normative documents is the universally binding decrees entitled and released to all levels of government and its functions statutory to regulate behaviors of citizen and organization in accordance with powers and procedures the law given.It is an important basis for administration according to law and has a very important position in administration.Over the past decade,Bijie experimental region has introduced More than 300 pieces of normative documents in the region＇s of economic construction and social development and other aspects,which promoted the scientific development and social stability of the area.
