基于民生领域的河南省各市财政支出绩效评价研究

Municipal finance expenditure performance Evaluation of Livelihood areas in Henan Province

通过利用多元统计因子分析法对河南省2011年18个市的民生领域公共财政支出绩效情况进行了实证分析,研究发现:从民生领域对财政支出绩效进行评价的结果与运用经济增长衡量的结果存在较大的差别,所以运用更具科学性的绩效评判指标体系对河南省各市的财政支出绩效进行评估,应当成为未来河南省公共财政建设的重要内容.

Through the use of multivariate statistical method of factor analysis of Henan province in 2011. The study shows ： there is a big difference On fiscal expenditure performance evaluation from the peopleh livelihood areas and u-sing the results of economic growth measured result, using of more scientific performance evaluation index system to as- sess the performance of municipal fiscal expenditure of Henan province should become important elements of future pub-lie financial construction in Henan province.
